Step 2:

Print the .PDF at 100% scale.

Step 3: 

Place your badge within the black badge outline in the corner of the grid.

Your badge should fit perfectly within the outline.

Badge overlapping the outline? Your badge is too large for this badge cut.

Gaps between your badge and the outline? Your badge is too small for this badge cut.
